Tackling Homelessness through Street Outreach and Floating Support Services

At P3 Charity we’re constantly evolving to better respond to the changing needs of the people we support. We bring together everything we hear and learn – stories, testimonials and data – to make smart decisions to keep improving our services for the people we work alongside. Our new Social Impact Report for our Street Outreach and Floating Support Services across the UK shows the real impact our frontline work is having on people facing homelessness and housing insecurity. It’s this insight that drives us forward in making a lasting difference.

 

What’s the Difference Between Street Outreach and Floating Support?

While both Street Outreach and Floating Support teams directly support people who are experiencing or at risk of homelessness, they do so at different stages of the journey.

  • Street Outreach: These teams are skilled at locating and engaging individuals who are visibly homeless. Their work focuses on early intervention, providing immediate relief and crisis support to prevent further deterioration of a person’s situation. Outreach teams often work unsociable hours – at night and early mornings – to reach people in need.
  • Floating Support: These teams offer long-term, community-based support, helping people maintain their tenancies and avoid repeat homelessness. They support individuals who may be vulnerably housed, in temporary accommodation or transitioning from settings like hospitals or prisons. The focus is on housing sustainment, independent living skills, and accessing support from other local services.

 

Both services are tailored to the needs of the person being supported, recognising that homelessness is a complex and highly individual issue. Our P3 teams help people engage with vital local services including:

  • Budgeting and welfare advice
  • Tenancy management
  • Housing advice and advocacy
  • Home starter kits and move-on support
  • Mental health support and substance misuse services
  • Hospital discharge support
  • Temporary and long-term accommodation

 

At P3, we take a person-centred approach. No matter the service, our goal remains the same: to put people first and work alongside them to build a safe, stable future.

Key findings from the 2024 report: 

59,803 Street Outreach interventions and 77,275 Floating Support interventions were delivered. 

With P3 intervention and support:

2,840

people supported who were experiencing or street homelessness

6,421

people supported who were vulnerably housed or at risk of eviction

1,560

people moved into safe and secure accommodation

4,452

people experienced an improvement in their mental health

These numbers demonstrate the transformative power of consistent, compassionate, and coordinated support.

 

How Can I Support People Experiencing Homeless?  

While expert support from trained outreach workers is essential, everyone can play a part in helping people who are rough sleeping.

One of the most effective ways to help is by using the StreetLink service. StreetLink enables people to send an alert about someone sleeping rough, so that outreach teams – including P3 – can respond and offer support as quickly as possible.

You can submit an alert through the StreetLink app, via the website or over the phone.

 

How to Submit a StreetLink Alert:  

  1. Register and create an account via the ‘Take Action Now’ button.
  2. Send a StreetLink alert for yourself or someone else.
  3. Complete the form with as much detail as possible, including the exact location of the individual.
  4. Submit your alert.

You can track the status of your alert via the ‘My Alerts’ section on the app or website.
